Report: Freedom in the World Freedom House, the U.S.-based democracy monitoring group, says global freedom is on the retreat around the world for a third consecutive year. The group's annual survey on the state of political rights and civil liberties in 193 countries found little to celebrate in 2008. But, there were some modest improvements.
The annual Freedom House survey assigns each country one of three grades: "free," "partly free" or "not free".
Using this gauge, it found that the number of countries measured as "free" in 2008 stands at 89,[link widoczny dla zalogowanych], one fewer than last year. Setbacks for freedom were numerous and across the board. The regions with the largest decline were sub-Saharan Africa and the non-Baltic countries of the former Soviet Union.
In Africa, 12 countries -- including Senegal, Mauritania,[link widoczny dla zalogowanych], Guinea, Congo and Zimbabwe -- suffered setbacks amid ethnic conflicts, increasingly authoritarian presidents and military coups.
Several areas in the former Soviet Union ranked even lower -- notably Russia and Georgia.
Freedom House Director of Research Arch Puddington says the former Soviet Union is the only region that has shown a steady decline during the past decade. "Really about the time Vladimir Putin became president, we saw a steady decline in the degree of freedom in just about every one of our indicators," said Arch Puddington. "We saw elections turn into truly make believe elections. We saw a robust free press transformed into a press that is controlled by the Kremlin. In addition,[link widoczny dla zalogowanych], it has sort of poisoned the well of its neighborhood by coming down hard on its neighboring democracies as well."
One area where the Freedom House survey found significant improvement was South Asia. More freedom was recorded in Pakistan, Bangladesh, the Maldives,[link widoczny dla zalogowanych], Bhutan and Nepal.
Arch Puddington says it was one of the few silver linings in a year marked by stagnation. "This is a region that has experienced a great deal of political volatility in recent years," he said. "So we were somewhat heartened by the fact that in this past year, you saw improvements -- a number of elections, successful elections,[link widoczny dla zalogowanych], improvements in civil liberties and so forth."
Forty-two countries are designated as "not free," representing 34 percent of the world's population. Of that figure, nearly 60 percent live in China.
Puddington says he was disappointed by China's failure to deliver on pledges to improve human rights in exchange for hosting the summer Olympic Games last year,[link widoczny dla zalogowanych]. He cited increased repression of religious and cultural minorities such as the Uighurs and Tibetans as reasons for Beijing's backslide.
Freedom House also examined the progress of freedom over the course of President George Bush's administration,[link widoczny dla zalogowanych], which made the promotion of democracy a focal point of U.S. foreign policy. Puddington says there are three more countries that are free today than when he took office. "We don't say that Bush was responsible or not responsible for these changes, we're just reporting on what the record was in 2000 and what the record is today," said Puddington. "On the other hand,[link widoczny dla zalogowanych], another thing we note is that whatever progress there was, was pretty much concentrated in Bush's first administration. Over the last three years, we have seen a rather considerable decline in freedom. Many more countries have shown declines than gains."
Puddington notes that while Afghanistan's status changed from "partly free" to "not free,[link widoczny dla zalogowanych]," Iraq improved due to increased security and Sunni participation in the political process.
The Freedom House report looks to U.S,[link widoczny dla zalogowanych]. President-elect Barack Obama to engage in high diplomacy to support and defend freedom around the world,[link widoczny dla zalogowanych]. It adds that the incoming Obama administration will need to develop creative strategies to deal with what it calls "increasingly assertive antagonists to democracy",[link widoczny dla zalogowanych].

An MGM theme park will likely be built in an area near Incheon International Airport by around 2011,[link widoczny dla zalogowanych].
Incheon International Airport Corp. on Monday said it has signed a memorandum of understanding with MSC Korea,[link widoczny dla zalogowanych], the South Korean representative of MGM,[link widoczny dla zalogowanych], a major Hollywood film studio,[link widoczny dla zalogowanych], to build a comprehensive amusement park on a 1.5 million-sq.m site in an international business complex near a passenger terminal.
The airport operator hopes to finalize a detailed construction plan with MSC Korea in about four months and dedicate the large-scale amusement park,[link widoczny dla zalogowanych], similar to Universal Studios,[link widoczny dla zalogowanych], by around 2011.
In addition,[link widoczny dla zalogowanych], the airport operator has organized a consortium with U.S. resort builder Eighth Wonder,[link widoczny dla zalogowanych], Macquarie Group of Australia, and POSCO Engineering and Construction of South Korea to build a massive leisure and business complex,[link widoczny dla zalogowanych], which will house a casino,[link widoczny dla zalogowanych], a resort, and a hotel,[link widoczny dla zalogowanych], near the theme park by 2020.
MSC Korea said it decided to build the "MGM Studio Park" near Incheon International Airport in the belief that the area will grow as a tourism hub linking China, Korea and Japan.
But business circles are skeptical about the deal,[link widoczny dla zalogowanych], as MSC had previously offered to build an MGM theme park in Siheung in Gyeonggi Province or in Busan. The offer was later withdrawn on grounds that the land price was too high.

The Grand National Party called on the Millennium Democratic Party to hold an open debate through any medium,[link widoczny dla zalogowanych], Tuesday,[link widoczny dla zalogowanych], regarding President Kim Dae-jung's three sons' alleged involvement in corruption scandal. In addition, the opposition party will send a fact-finding mission to the US Embassy in Korea to clarify the background of the former National Police Agency superintendent Choe Seong-kyu's obtaining a tourist visa to the US, valid for six months.
Claiming that the flight of Choe was highly likely to be the fruits of collaboration between Cheong Wa Dae,[link widoczny dla zalogowanych], the Ministry of Foreign Affairs and Trade and local legations,[link widoczny dla zalogowanych], Public Prosecutors and the NPA,[link widoczny dla zalogowanych], Police, the GNP is demanding the appointment of an independent counsel and a National Assembly inspection into government agencies.
Former GNP president Lee Hoi-chang,[link widoczny dla zalogowanych], who is running for the party's nomination for presidential candidate,[link widoczny dla zalogowanych], demanded the president's family,[link widoczny dla zalogowanych], including the three sons,[link widoczny dla zalogowanych], to reveal their accumulation of wealth through illegal means, and face justice in a speech at a primary campaign in Gangwon Province. "If the current administration continues to conceal the corruption and plot calumny against the opposition party,[link widoczny dla zalogowanych]," Lee asserted that he will call for a national struggle urging the president to step down.
Ruling MDP spokesman Lee Nak-yun responded that the GNP's decisions to stage a street protest and demanding open debate are clearly an overreaction for a case still being investigated by the prosecution,[link widoczny dla zalogowanych], specifically calling the rally plan "a political maneuver to attract public attention" to its dispirited party primaries. Also,[link widoczny dla zalogowanych], Lee said the GNP demanding President Kim to retreat to the secondary line for state affair is "an anti-constitutional idea that will bring serious confusion in government affairs."
Choe was formally dismissed Tuesday following a disciplinary committee decision made April 20, which was ratified by the president on April 22.

One day after the national team's semifinal match on Tuesday,[link widoczny dla zalogowanych], more than 100 government plans were announced to utilize the mood generated by a successful hosting of the World Cup. It is only natural for the euphoric atmosphere to be used,[link widoczny dla zalogowanych], but looking at the plans only raises concern.
The government started making the plans just two weeks ago and field studies only commenced last week. Such a short period of research will likely produce mere paper plans and nothing concrete. Many of them remind people of the past dictatorships' developmental plans; for example raising the price of export items by 10% and the number of top class goods to 300 by the end of the year. So is the plan to get 15 main industries,[link widoczny dla zalogowanych], including automobiles and steel,[link widoczny dla zalogowanych], into the top five in the world. The phrase,[link widoczny dla zalogowanych], "We will mobilize strong dynamics to ensure economic growth up to 2010,[link widoczny dla zalogowanych]," merely reminds people of slogans emanating from the Park Chung-hee "government" of the 70s.
Many will be wondering why the government has a plan to enable professional soccer teams to keep the Red Devils national team supporters club as their own supporters. Also why it intends to create plans and consultation groups that will surely harass businesses. It is difficult to find any real measures designed to help businesses such as easing regulation,[link widoczny dla zalogowanych], or restructuring the tax system. This kind of government planning totally contradicts the spirit of the Red Devils,[link widoczny dla zalogowanych], which is based on voluntary participation. It should try and become aware of the real lessons provided by the supporters and Guus Hiddink.

A reading of various economic indicators showed the economy has been riding an upbeat cycle thus far this year.
The industrial output,[link widoczny dla zalogowanych], expenditure, and corporate facility investments in January continued to surge,[link widoczny dla zalogowanych], and the production plant utilization ratio bounced back to the level of October 2000.
According to statistics on industrial activities in January issued by the National Statistical Office (NSO) on Wednesday,[link widoczny dla zalogowanych], industrial production picked up 10.2 percent over the same month last year, the sharpest upward rally since October 2000 when the same ratio rose 11.7 percent on year.
The industrial output growth in January accounted for an upsurge in the output ratio for the third consecutive month since November last year,[link widoczny dla zalogowanych], when it bounced back to 5 percent from negative 1.3 percent in the preceding month.
Manufacturers' average facility utilization ratio rose to 76.4 percent in January from 71.8 percent in December last year, buoyed by an overall improvement in industrial activities, NSO said.
One high-ranking NSO official attributed the improvement in the economic indicators in January to the fact there were three more working days in the month compared to last year and, in particular,[link widoczny dla zalogowanych], automakers' extension of production hours.
By industrial sector, car manufacturers hiked their output in January by 31.2 percent on year,[link widoczny dla zalogowanych], while production at computer, audio and telecommunications equipment makers picked up between 18 and 31 percent.
In contrast,[link widoczny dla zalogowanych], the semiconductor and petrochemical output shrank as the result of sluggish exports, NSO noted.
The NSO statistic also indicated that the figures for private consumption and corporate facility investment continued to rally in January. The ratio of retail sales to wholesales,[link widoczny dla zalogowanych], the barometer for consumption, rose 7.3 percent on year,[link widoczny dla zalogowanych], an increase for the fourth straight month.
New orders for machinery items,[link widoczny dla zalogowanych], the indicator for facility investments, spiraled up by 27.9 percent in January.
A high-ranking NSO official said that the robust economic indicators in January should not be taken as a clear token of economic recovery as the export sector has yet to recover from its long-lasting slump,[link widoczny dla zalogowanych].

Research and development is actually a huge branch of modern development,[link widoczny dla zalogowanych], especially in manufacturing and health related industries. Life science research is used to perform extensive research on numerous generic diseases such as Retinitis Pigmentosa.
Retinitis pigmentosa is an inherited disease that causes slow degenerative blindness. Basically, essential retinal cells accumulate defects due to one or more of the mutated genes. It is currently incurable, but life science research utilizing stems cells is making headway. It purports to use properly formed retinal cells to treat the condition. Stem cells,[link widoczny dla zalogowanych], usually embryonic, are undifferentiated cells that have the potential to become any cell in the body. When they are injected into the affected tissue,[link widoczny dla zalogowanych], in this case, retinal tissue,[link widoczny dla zalogowanych], the surrounding cells direct the stem cells to develop into the correct cell type. In the case of the retina, injecting a stem cell in the deep layers of the retina can potentially lead to the recreation of photoreceptors which are needed for sight.
Current life science research studies show that stem cells are also found in adult circulating blood and blood donation alone is adequate for collecting stem cells in some cases. Stem cells are the building blocks of the human body. All the tissues of the body, the heart, lung,[link widoczny dla zalogowanych], brain and even the eye, are made from the same stem cell. Basically, they have the potential to create any cell type and be used to cure any inherited disease. In the case of retinitis pigmentosa, the main cells damaged are the photoreceptors, the cells that convert light to the electrical signal that is sent to the brain,[link widoczny dla zalogowanych], creating images that we see. The latest life science research and how we are beginning to treat blinding diseases with stem cell therapy can potentially restore sight to those affected.
The retina lines the back of the eye and is lined with blood vessels and neurons that connect to the optic nerve which contains the ganglion cell axons that connect the ganglion cells to the brain. These are the neurons that transmit images to the brain and they are located in the innermost region of the retina and extend toward the lens. The photoreceptors,[link widoczny dla zalogowanych], the rod and cone shaped cells, are closer to the back of the eye. Thus, light must penetrate the nerve cells within the retina before reaching and activating the rods and cones. Once reached, the rods and cones absorb photons through their visual pigments and translate this message into an electrical message for the retina. From there, our brain is responsible for identifying, processing and interpreting that visual image. Without this ability,[link widoczny dla zalogowanych], we can’t see. The use of adult stem cells in life science research is currently controversial because it involves destroying an embryo. To make it less so,[link widoczny dla zalogowanych], it has been found that adult stem cells can be isolated from adult tissue samples as well as from umbilical cord blood following birth. Either way, let’s hope scientists make headway soon so they can restore sight to those afflicted with this disease.

The government and ruling party announced Monday that the government will purchase an additional two million seom (1 seom = 144 kg) of rice from farmers to steady the price of rice. When the government goes ahead with the additional purchase,[link widoczny dla zalogowanych], it will have bought a total of 15.25 million seom this year,[link widoczny dla zalogowanych], an increase of 4 million seom over last year,[link widoczny dla zalogowanych], and which accounts for about 40 percent of the total harvest expected this year. The government is expected to spend about W4.5 trillion to purchase the rice.
The government and ruling party said they agreed to increase the state purchase of the rice as the rice harvest this year is expected to yield 37.1 to 37.6 million seom,[link widoczny dla zalogowanych], up about 1 million seom from the 36.5 million the government estimated earlier this year.
In a related move,[link widoczny dla zalogowanych], the government also decided to sell about 1 million seom of state-held and imported rice to the private sector at a price substantially cheaper than the market. The government said that most of the 1 million seom will be sold to liquor-makers so that they can make soju,[link widoczny dla zalogowanych], traditional Korean liquor,[link widoczny dla zalogowanych], from rice.

When seeking feedback, spend time to carefully consider what feedback would be of the most value to you. Provide a good mix of specific questions and general questions. The specific questions help the person giving feedback know what you’re looking for, and the general questions allow them to give you the feedback they’ve perhaps been thinking about but haven’t yet provided to you.
Never ignore feedback
Innovate to get valuable feedback
There are many ways to get the important feedback you need to keep you on track. You can directly ask people for constructive feedback or you can create a system for gathering written feedback. Be creative and innovative in your thinking in this regard, but always consider how the system will be received by the people invited to give feedback.
When you actively find creative ways of spending time around the right people, measure feedback you receive from them over time. Are you growing and are the people you are targeting willing to spend time with you. If they are keep doing what you are doing, if not, then look at what you have to do to grow into the kind of person, who they will be willing to spend time around. The act of acquiring the necessary skills or knowledge, which will make you more attractive to everyone around you, will not only make spending time with you more attractive, but will also help you to grow too. This grow will obviously help you to improve the results you enjoy.
Responding to and thanking anyone that takes the time to offer feedback, is very important. By reinforcing and encouraging feedback,[link widoczny dla zalogowanych], you may encourage a behavior shift in the feedback giver. They may become very open to offering valuable and helpful feedback in the future. By showing your gratitude and letting them know how important feedback is to you, makes them feel safe and encourages them to continue to give you feedback in the future. Evaluate the feedback you’ve received and put the helpful feedback into action! Ask additional questions, if necessary, to get ideas from others how to proceed. If appropriate,[link widoczny dla zalogowanych], let the giver know how you plan to respond to the feedback.
Open your mind to soliciting feedback from as many sources as possible. Most people will not voluntarily give you feedback because they’re uncomfortable with what might be perceived as a confrontation. In order to see what others see, you’ll need to ask. Ask for feedback as often as feasible,[link widoczny dla zalogowanych], you can never get too much feedback. Be open and invite feedback from anyone, who is in a position to offer you value. Make the person that you require feedback from feel very safe, make then understand that all feedback is crucial,[link widoczny dla zalogowanych], both positive and negative. Think of negative feedback as an improvement opportunity and ensure that you tell anyone, who you ask for feedback that negative feedback, is also necessary to help you to grow. Make them feel comfortable,[link widoczny dla zalogowanych], enough to offer honest feedback as this is the only way you will really be able to grow and improve.
•Find people who are successful in similar areas to the one you want to succeed in,[link widoczny dla zalogowanych], people who have done what you hope to do and find constructive ways of spending time around these people.
•Try to identify a mentor,[link widoczny dla zalogowanych], who can offer you guidance and support and try to spend as much time around them as possible.
•Identify what you want to learn and connect with the expert in that area, finding creative ways of spending quality time around them.
•Immerse yourself in positive listening, watching, and reading.
•Libraries and bookstores are filled with books, audio and video programs by individuals who have created the success you hope to have, invest as much time reading, listening to audio books and watching videos as possible.
•Attend events where other successful people will be and rub shoulders with them, network with them, get to know them. You never know what may come of it.
Feedback, Feedback, Feedback
There are several ways to create the positive environment,[link widoczny dla zalogowanych], which will lift you closer to success, you desire.
Surround yourself with positive, successful people
According to a quote by Zig Ziglar, “You are the average of the five people you spend the most time around.” If the five people you spend most of your time around are focused on the negative, have a lack of confidence,[link widoczny dla zalogowanych], see themselves as victims, and have not been able to create success in their life. How do you think spending time around them would affect you and your level of performance? How inspired or driven to succeed would you be? Would you mirror their lackluster performance and have no drive or passion to succeed? Make it your goal to begin hanging out with people who are more successful than you are. If you want to be successful, surround yourself with people who are positive, who have confidence, are successful and who believe in themselves and in you.
Let’s face it; it’s difficult enough to maintain a positive, confident and enthusiastic outlook in the face of setbacks and the ever changing world we live in. So why do we sometimes add to the challenge, by hanging around in environments that are filled with negativity and compound the challenge even further by spending time around very negative people, whose negative attitude and behavior we mirror? This negativity can even come through people we know—friends, family members, colleagues,[link widoczny dla zalogowanych], etc. Sometimes the negativity also seeps in through other sensory input. Consider what you listen to,[link widoczny dla zalogowanych], watch,[link widoczny dla zalogowanych], or read. Does it lift you up or bring you down?
We become like the people we spend most of our time around
Learn from the best.

DaimlerChrysler has reportedly been taking steps to advance into the Chinese commercial vehicle market by launching a joint venture with a Chinese local firm,[link widoczny dla zalogowanych], and, if the German-US carmaker's move progresses,[link widoczny dla zalogowanych], its plan to set up a commercial car venture in Korea,[link widoczny dla zalogowanych], jointly with Hyundai, for the Korean and Chinese markets would be scrapped.
According to a recent report by the London-based Financial Times, Daimler has been negotiating with a Chinese automaker to launch a commercial car plant in China.
A Taiwanese business daily backed up the report by carrying an article that Daimler plans to invest more than US$50 million to set up a commercial vehicle joint venture in China to roll out mini-vans,[link widoczny dla zalogowanych].
The Taiwanese daily said that DaimlerChrysler's Chinese investment partner is an existing 50-50 joint venture between China's Fujian Provincial Government and a Taiwanese car firm, in which the Daimler holds 15 percent stake through its Japanese affiliate,[link widoczny dla zalogowanych], Mitsubishi.
Following the reports,[link widoczny dla zalogowanych], market observers in Seoul expected that the much-touted joint venture plan by Hyundai and DaimlerChrylser will soon be jettisoned.
The two companies unveiled an agreement in June last year in which Hyundai would hand over 10 percent equity to DaimlerChrysler,[link widoczny dla zalogowanych]; try for an acquisition of Daewoo Motor,[link widoczny dla zalogowanych]; develop a company model called World Car,[link widoczny dla zalogowanych]; and set up a commercial vehicle plant in Korea,[link widoczny dla zalogowanych].
None of the plans have materialized except for DaimlerChrysler's take-over of a 10 percent stake in Hyundai,[link widoczny dla zalogowanych].

Firstly it will depend on an individual’s basal metabolic rate (BMR), which represents the number of calories burned at rest due to metabolic functions within the body. This is approximately equal to 25 calories per kilogram of body mass, per day.

In the pharmaceutical and biotechnology industry,[link widoczny dla zalogowanych], research work is of prime importance and the demand for research associates is high. With the growing demand for better healthcare and medical breakthroughs, all research organizations are competing against each other to have the best research associates helping to reach that pinnacle of success everyone is looking forward to. This is exactly where the contract research organizations (CROs) come in. These research associates are often working as a freelance agent or with an official contract with the concerned CRO providing high quality research assistants.
The primary functions of these research assistants are preclinical research,[link widoczny dla zalogowanych], clinical research, biopharmaceutical development and clinical trials management. They are hired by both pharmaceutical giants and research start ups on a contract basis. Domestic recruitment as well as offshore placements is done by these firms to get hold of the best,[link widoczny dla zalogowanych], qualified and intelligent team. Nearly every clinical research organisation provides clinical-trial support and clinical-study for drugs that are developed in the labs of these esteemed organizations. The challenges faced by the pharmaceutical companies are many and the need to recruit specialised officers for each of them is imperative. But the cost to the company is huge which a burden becomes too often.
From the conceptualisation,[link widoczny dla zalogowanych], gathering raw materials,[link widoczny dla zalogowanych], in-house experiments, clinical trials,[link widoczny dla zalogowanych], marketing and approval of the product, everything is done by the team of research associates who have been trained rigorously to come up with new ideas and techniques to successfully complete the job given by their CRO. It is only because of this reason that the market for clinical studies have bloomed in the recent past and thus the increase in competition. There are domestic as well as international firms that provide support to pharmaceutical and medical agencies; also there is small,[link widoczny dla zalogowanych], independent and low budget clinical research organisation that specializes in certain fields and provides excellent support staff in the matter.
Even though these research assistants are hired for quality assurance and quality control,[link widoczny dla zalogowanych], the product lies within the grasp of the product sponsor and responsibility is heaped on to them for the quality and integrity of the work. The clinical research industry has been growing at a very high rate and most of the research associates are outsourced from India and China. Drugs for Cancer, HIV,[link widoczny dla zalogowanych], Cardiovascular diseases and other infections are still not available and hence the demand to meet these challenges is potentially infinite. One critical breakthrough in clinical research would mean profits in billions and copyrighted medicines are hardly infringed upon due to the various laws protecting research based firms and more importantly, the medical and pharmaceutical industry. Currently,[link widoczny dla zalogowanych], there are more than 1200 contract research organizations in the world,[link widoczny dla zalogowanych], meeting the demands of the international medical industry and healthcare, improving the standards of life and increasing the average life-span.

Vladimir Putin
Russian President Vladimir Putin has reaffirmed Russia's commitment to democratic values, while building what he called a state strong and free. He rejected Western criticism that his government is running an authoritarian regime. The president outlined his domestic and international priorities Wednesday in his annual state of the nation address.
In a nationally-televised address before a joint session of Russia's parliament,[link widoczny dla zalogowanych], President Putin laid out his vision of a Russia politically and economically stable and free.
He said the main goal for his government during his second four-year-term will be to build what he called,[link widoczny dla zalogowanych], an open society of free people.
He also rejected frequent Western criticisms that he oversees a government increasingly moving in an authoritarian direction. Mr. Putin said the criticism stems from those who do not want to see Russia,[link widoczny dla zalogowanych], in his words,[link widoczny dla zalogowanych], independent, confident and strong.
Mr. Putin says steps taken by his government to strengthen the state have been wrongly interpreted and, because of that, he said he wanted to reaffirm Russia's commitment to democratic principles.
He also restated two main goals from his address last year - to double Russia's gross domestic product (GDP) within a decade and to reduce overall poverty among Russians,[link widoczny dla zalogowanych].
Much of the president's fifth annual state of the nation address was devoted to the economy. He said Russia was at long last economically stable,[link widoczny dla zalogowanych]. But he said more remains to be done to raise the people's overall standard of living and expand future job prospects.
President Putin made only brief mention of Russia's ongoing war with Chechen separatists. His government's policy on Chechnya is widely viewed as being in disarray following the recent assassination of pro-Moscow Chechen President Akhmad Kadyrov,[link widoczny dla zalogowanych].
The killing was captured on national television and came during celebrations earlier this month meant to highlight the nation's military defeat over Nazi Germany. President Putin called the killing a provocation,[link widoczny dla zalogowanych], but said Russia would not be stopped from fighting terrorists at home.
Mr. Putin also addressed the need to strengthen the international anti-terrorism coalition,[link widoczny dla zalogowanych], based on the mechanisms of the United Nations and international law.
Veteran political analyst Masha Lippmann with Moscow's Carnegie Center says the speech yielded few real surprises but was notable in one sense.
"He [Putin] didn't sound anti-Western, not at all,[link widoczny dla zalogowanych], but he sounded slightly isolationist,[link widoczny dla zalogowanych], sending the signal that Russia should rely only on itself,[link widoczny dla zalogowanych], and that Russia's problems - even smaller Russian problems - are much more important than big world problems," she said.
On the domestic front Mr. Putin also outlined in broad terms his goals to improve Russia's health care, education, housing and transport systems.
